What is the Post-Graduation Work Permit (PGWP)?

 

The post graduation work visa is a one-time work permit granted to international graduates who have completed studies at an eligible Designated Learning Institution (DLI). As an open work permit, there is no need to secure a job before applying, and you are free to change employers at any time.

 

You can only get a PGWP once: While you can study and complete multiple certifications in Canada, you are only eligible to receive one PGWP for your entire life. If you return to finish another degree in the future, you will not be able to apply for PGWP again after graduation. Time your applications carefully if you plan to complete multiple levels of school in Canada.

 

Current PGWP Application Requirements

 

Post-secondary students have to satisfy a stricter set of PGWP application requirements in order to become eligible for it. IRCC evaluates applications on the basis of mandatory language tests and field-of-study restrictions for graduates without a recognized degree.

 

Canadian Language Benchmarks (CLB) Requirements for PGWP

 

All students are required to provide proof of language proficiency before applying. Approved tests include IELTS General Training, CELPIP General, or PTE Core for English language students. French speakers may use results from the TEF or TCF Quebec tests.

 

Your language test results must have been issued no more than two years prior to when you apply. Results can be submitted electronically along with your other application materials.

 

University Graduate (Bachelor’s, Master’s, or Doctoral degree): Minimum CLB level of 7 in all 4 categories (Reading, Writing, Listening, and Speaking).

College/Trade Graduate (Non-University degree): Minimum CLB level of 5 in all 4 categories (Reading, Writing, Listening, and Speaking).

 

Please note that holding a Canadian degree does not allow you to bypass the language tests. Also, IRCC will not accept academic versions of approved language tests (e.g., IELTS Academic) for work permit purposes. Attempting to use this as your proof of English will lead to instant refusal.

 

Field of Study Filters for PGWP Applications

 

When filling out your PGWP application form, you will encounter a "Field of Study" filter which corresponds to the type of qualification you have completed.

 

Degrees: If you have graduated from a university with a Bachelor's, Master's, or Doctoral degree, you will not have to worry about field-of-study restrictions.

 

Diplomas / Certificates: If you graduated from a college, polytechnic, or another institution that is not a university, then you will have had to complete your program in a field related to one of these specific areas of labor shortages (Health, STEM, Trades, Transport, Agriculture) in order to be eligible. The eligible field list is reviewed by IRCC and updated to align with long-term labor market needs.

 

How to Apply for the Post Graduation Work Permit (PGWP)

 

Timely application is critical for PGWP. From the moment you receive your official letter of graduation, you have 180 days to apply. If you miss that window, you’ll be forced to wait until your Canadian status expires before reapplying (potentially from outside Canada).

 

STEP 1: Confirm You Are Eligible for PGWP

Verify the institution you studied at is officially recognized as a DLI by Immigration, Refugee, and Citizenship Canada. In addition, confirm your program was at least 8 months in length and that you held full-time student status during every semester except your final term.

 

 

STEP 2: Compile Your PGWP Document Checklist

Every required document is important, and missing just one could mean immediate refusal. Here is what you’ll need:

 

  • Official Letter of Completion from your school. This should verify that you have met all requirements to graduate from your program.
  • Your final transcript showcasing your grades.
  • Proof of language credentials. See the above section on passing CLB 7 or CLB 5.
  • Valid Passport copy that is valid for the duration of your intended permit.
  • A digital photo that meets IRCC requirements.

 

STEP 3: Apply Online

Application processes are now exclusively online. You cannot “flagpole” your application at a Canadian port of entry or U.S.-Canada land border.

 

PGWP Length: How Long Can You Stay?

 

The length and level of your studies determine the duration of your post graduation work permit Canada.

 

  1. Less than 8 months: Ineligible for PGWP.
  2. 8 months to 2 years: Valid for the same duration as your studies.
  3. More than 2 Years: Eligible for a 3-year PGWP work permit
  4. Master’s and PhD Graduates: If you graduated with a Master’s or PhD, you will also be eligible for a 3-year permit—even if your program was less than 2 years.

 

Can I Extend My PGWP?

 

If you have worked in Canada on a PGWP, you may be curious about how to extend PGWP. In most cases, the answer is no; you cannot extend your post graduation work permit. Here are exceptions to that rule:

 

  • When Your Passport Expires

If your passport expired while your PGWP application was pending and your permit was issued for less time than you were eligible for, you can submit a post graduate work permit extension application once your new passport is issued. This allows you to claim the remaining months you should have originally received.

 

  • Temporary Public Policies

In some cases, IRCC will issue temporary open work permits to applicants under certain public pathways (i.e., applicants who have applied and are waiting for a decision under a temporary resident-to-permanent resident pathway). Outside of these specific instances granted under federal public policy, a visitor cannot apply to extend their post graduation work permit to gain time while working in Canada.

 

Top Tips for International Students Waiting on PGWP

 

  • Keep Track of Your Study Permit: Make sure that your study permit does not expire while you are waiting for your final grades to be posted. If your permit is about to expire, you can either apply for a visitor record to maintain legal status in Canada or leave the country and submit your PGWP application from overseas.
  • Can I Work While I Wait? Only students who maintained a valid study permit on the day they submitted their online PGWP application and complied with off-campus work restrictions during their studies are eligible to work while their application is pending.
  • No More Co-Op Work Permits: In the past, international students who were required to complete internships as part of their post-secondary program needed to apply for a separate co-op work permit. Now, students can stay in full-time student status up until graduation without applying for special work permits.

 

3 Common Mistakes that Lead to PGWP Rejections

 

  1. Applying With The Wrong Language Test Results

Many students who are only required to take CLB 5 language tests will accidentally upload their IELTS Academic test scores instead of the General test scores. IRCC only accepts General test scores (for English) for PGWP applications. Academic tests will be rejected at first sight.

 

  1. Incomplete Checklist

Forgetting to upload your language test results or letter of completion is an automatic denial. Double-check that you have uploaded every item on your checklist.

 

  1. Falling victim to the Part-Time Study Trap

You must be a full-time student throughout your entire education in Canada until the completion of your final semester. Take caution when registration dates approach and make sure you are not registered for a part-time course load!
